Dr Liu Thai Ker

Dr Liu Thai Ker is an architect and planner. Dr Liu started his own company Morrow Architects and Planners (Pte) Ltd on the 1st of December 2017, as the first Chairman of the board. Prior to this, he was the Senior Director of RSP Architects Planners & Engineer (Pte) Ltd from 1992 to 2017 in Singapore. In addition to projects in Singapore, Dr Liu has been invited to complete architectural design and urban planning projects in approximately 50 cities around the world, of which about 40 cities are in China. The scale of these urban planning projects ranges from hundreds of thousands to 20 million people. Dr Liu is currently the Founding Chairman of the Advisory Board of Centre for Liveable Cities (CLC) and he is also an adjunct professor of Nanyang Centre for Public Administration (NCPA) at Nanyang Technological University, Singapore.

Having worked 24 years for the Singapore government and served a key role in the fields of housing development and urban planning, Dr Liu Thai Ker is frequently hailed as the ‘Father of Urban Planning of Singapore’. From 1969 to 1989, he was appointed Chief Architect and CEO of Housing Development Board (HDB). A total of 23 satellite towns with a population of over 200,000 were planned and designed, and around 500,000 houses and related facilities were built during his tenure. After two decades of service at the HDB, Dr Liu moved over to the Urban Redevelopment Authority (URA) as CEO and Chief Planner from 1989 to 1992, to oversee a major update of the Urban Concept Plan of Singapore. From 1996 to 2005, Dr Liu was the Chairman of National Arts Council (NAC). From 2000 to 2009, after having helped the government to establish the Singapore Tyler Print Institute, Dr Liu served as its founding Chairman. He has been the Executive Board Member of China Cultural Centre (Singapore) since November 2015. 

刘太格博士是建筑师、规划师。于 2017 年 12 月 1 日成立了新加坡墨睿设计事务所，为首任董事长。这之前，自 1992-2017 年曾就任新加坡雅思柏设计事务所资深董事。除了新加坡的建筑项目，刘博士还受邀请在新加坡以外的世界各地约 50 个城市完成建筑设计和城市规划项目，其中约 40 个城市在中国。这些城市规划项目的规模介于从几十万人到 2000 万人不等。目前刘博士同时担任新加坡宜居城市中心咨询委员会首任主席。刘博士还被聘为新加坡南洋理工大学南洋公共管理研究生院的客座教授。

刘博士经常被誉为新加坡规划之父，这是对他在新加坡政府任职 24 年的认可。1969 至 1989 年，他任职于建屋发展局，并担任 10 年的总建筑师和局长。在任期中，规划与设计了 23 个人口各约 20 万以上的卫星镇，并建成近 50 万户住宅及相关配套。1989-1992 年担任市区重建局局长及总规划师，领导完成了新加坡概念性总体规划的方案调整。1996 年至 2005 年，刘博士曾担任新加坡国家艺术理事会主席。2000 年至 2009 年为新加坡政府创办新加坡泰勒版画社后，刘博士受邀担任首任主席。 2015年11月起担任中国文化中心执行理事会理事。
