Biography

Dr Celia Lee is Research fellow at NCPA, NTU. Formerly a Singapore public finance officer and researcher in the Singapore Civil Service College for over 10 years, Dr Lee obtained her Doctor of Business Administration (DBA) from the University of Manchester. she has published extensively on topics relating to talent strategies in the public sector, policy experimentation, Whole of government strategies. Her recent published work are “The challenges and opportunities of a global health crisis: the management and business implications of COVID-19 from an Asian perspective” and “Responses of Singapore to COVID-19 Pandemic: The Whole-of-Government Approach”. She has also just published a book on Talent Strategies and Leadership Development of the Public Sector: Insights from Southeast Asia. Dr Lee is also on the International Institute of Administrative Sciences (IIAS) Board of Reviewers. She also teaches Globalization and Talent Strategies for the Master of Public Administration (MPA) and Applied Learning Approach in BRI for the Master of Social Sciences (China and Global Governance) (MCGG).

李博士目前在南洋公共管理研究生院担任研究员。她曾在新加坡公共服务学院担任财务官员和研究员超过十年时间。李博士在曼彻斯特大学获得工商管理博士学位。她的研究领域广泛，包括公共部门的人才战略、政策创新、政府整体战略等。她最新的研究成果包括《全球健康危机的挑战和机遇：从亚洲的视角看新冠疫情的应对和商业影响》和《新加坡对新冠疫情的应对：政府的整体思维》。她新近出版了题为《公共部门的人才战略和领导力提升》的新书。李博士还担任国际行政科学学会评审委员会成员。她为公共管理硕士学位项目的学员讲授全球化和人才战略课程，也为中国与全球治理硕士学位项目学员讲授“一带一路”相关课程。
