Dr Dai Shiyan
Dr Dai Shiyan
Deputy Director, Nanyang Centre for Public Administration

Dr Dai Shiyan is currently Deputy Director of Nanyang Centre for Public Administration (NCPA), Nanyang Technological University, Singapore (NTU Singapore).
Dr Dai holds a Ph.D. in Management & Organization and a Master of Business Administration (MBA) from the National University of Singapore (NUS). He also earned a Master degree in modern English literature and language from Xiamen University, China. Dr Dai has over 30 years of work experience in China, the United States, and Singapore, spanning academia, journalism, training and consultancy, and administration in education institutions.
Prior to his joining NTU in January 2010, Dr Dai had been on the adjunct faculty of the Singapore Management University (SMU) and NTU. Between 2006 and 2010, Dr Dai was several times listed in the Dean’s Teaching Honour List in SMU’s Lee Kong Chian School of Business. He teaches the module of Human Resource Management for the Master of Public Administration (MPA) and Master of Science in Managerial Economics (MME) programmes at NCPA.
His professional expertise and research interest fall in the fields of talent assessment and development, strategic human resource management, organisational behaviour, crisis management, Singapore’s strategies and approaches for developing a harmonious society, Singapore’s talent development strategies and practices, Belt and Road Initiative related issues, etc.
戴世岩博士
新加坡南洋理工大学南洋公共管理研究生院副院长
戴世岩博士目前是新加坡南洋理工大学南洋公共管理研究生院副院长。他毕业于新加坡国立大学商学院，分别获工商管理硕士学位（MBA）及组织与管理学博士学位（PhD）。
戴博士具有多年现代管理与人力资源管理领域的教学、培训和咨询的实践经验。他的主要专长和兴趣包括人才的测评和发展、人力资源管理战略及其与组织发展战略的匹配、危机管理、领导力发展等相关课题，“一带一路”相关课题，以及新加坡政府的人才发展战略和措施、新加坡教育发展策略、新加坡高等教育管理及国际化发展、新加坡政府构建和谐社会的策略和经验等领域。
戴博士曾经在2002年至2010年任教于新加坡管理大学李光前商学院,并曾多次荣登李光前商学院院长的最佳教学荣誉榜单（Dean’s Teaching Honour List）。多年来他也在为南洋公共管理研究生院的硕士学位课程班执教《人力资源管理》课程。
戴博士也曾多次受邀为在新加坡、中国以及其它在亚太区域运作的跨国公司提供过人才测评和发展、高级主管的教练辅导和公司内部培训等专业咨询和培训工作。他所提供咨询服务的客户包括了新加坡警察部队、3Com、Hutchinson、Schneider、Kohler、Asahi Glass Company、Beijing Hualian Group、Walt-Mart in China、日资旭硝子公司（台湾）等等。
戴博士早年毕业于中国厦门大学，获现代英语硕士学位后留校任教。1992年赴美国佛罗里达大学新闻传播学院深造。1993年底在新加坡开始其专业生涯发展。
