Project Write-up
Approximately 80% of international cargo is transported by sea, and greenhouse gases and pollutants from the shipping industry pose serious threats to climate change, public health, and socio-economic costs. As a promising operational strategy, Just-In-Time (JIT) Arrival concept proposed by the IMO has substantial potential to save energy demand and cut down emissions by facilitating the optimisation of vessel sailing speeds.
Singapore is a pioneer among ASEAN countries in implementing the JIT Planning and Coordination Platform since 2023. Utilising multi-source maritime big data, this research aims to explore and quantify the environmental, human health, and economic benefits of JIT practice at key ports within the ASEAN region by evaluating its potential to reduce emissions, decrease premature mortality, and lower the social cost of carbon.
Building on the above assessment, potential regional incentives are proposed to promote collaborations between ship operators and port authorities, offering actionable insights for regional policymakers.
