NTU Safety and Health Training Framework

Introduction

NTU has instituted a comprehensive safety and health training framework for all staff, students and collaborators on campus. The framework is called the NTU Safety and Health Training Framework (SHTF). SHTF is one of the core elements of the NTU Safety and Health Management System.

The objective of the framework is as follows:

  1. Facilitating the identification of relevant safety and health training needs for the NTU Community.
  2. Establishing the core and elective training requirements of the NTU Community on a single platform.
  3. Providing adequate safety and health training resources for NTU community.
  4. Ensuring a systematic and structured process of building up the competency of NTU staff and students
  5. Providing adequate tools to monitor training completion and reminders for refresher training for NTU staff and students.
  6. Promoting harmonization of safety and health training among NTU partners and collaborators.

The SHTF provides a structured and systematic approach to guide NTU staff and students in determining their training needs. The training needs of NTU community is determined by factors such as
(1) Stage of employment / education in NTU
(2) Nature of work or activities conducted in NTU
(3) Nature of role/appointment/responsibility they have been assigned/appointed to
(4) Provisions for management of change and refresher training(s) to ensure that safety & health practices.

  Stage 2: Pre-Work & Pre- ActivityThe types of training(s) required are based on the nature of their work / activity.
 
Risk assessment(s) should be conducted to determine to nature of hazards they would be exposed to and therefore the type of training needed to manage these hazards.

Stage 3: Role BasedTraining is based on staff or students assigned roles and responsibilities such as first aider, fire warden or Company Emergency Response Team (CERT) member
Role Based
 
As an assigned or designated Occupational first aider, the staff needs to complete OHS2GEP01 General Emergency Preparedness (GEP) & Occupational First Aid Course (OFA) - by an approved training provider.
Stage 4: Management of Change & Refresher training As work/study activities and roles change over the course of employment/education, it is important that an re-evaluation of training needs of staff and students be done to determine if any additional trainings are to be done.
 
Refresher Training or re-training for stage 2 and 3 courses shall be done at regular intervals to reinforce knowledge, update skills and stay abreast of changes in regulations and best practices.
 
Management of Change
 
A laboratory researcher has to in future collect samples from the field, therefore in addition to laboratory safety training, this individual would also need to do field research safety training course.
 
Refresher training
 
The researcher would need to undergo the following refresher training based on his above role and work activities.

 Staff – refers to Faculty members, academic staff, researchers, project officers, post-doc.
Students – refers to undergraduate, postgraduate
Personnel – refers to collaborators, visitors, contractors, interns, temporary, casual and contingent staff

Understanding Signage from SS508
 
 
Compulsory for all staff and students to complete
this course within one month of working on their biological/ chemical / radiation projects / activities or entering the laboratories, workshops or teaching facilities.
 
 
 
 
This module covers the information on understanding the signages from SS508 requirements.
 
SS 508 establishes the safety identification colours and design principles for safety signs and safety markings to be used in workplaces and in public areas for the purpose of accident prevention, fire protection, health hazard information and emergency evacuation.

Donning a Disposable Respirator
 
 
Compulsory for all staff and students to complete prior to working on their biological/ chemical / radiation projects / activities or activities requiring them to don a disposable respirator in their course of work or activities.
 
 
This course covers on the aspects of donning a disposable respirator.
 
To educate all personnel who are required to wear respirators in the course of their teaching and research work on the correct use of disposable respirators.
Re-training is required once every 3 years.

Fitting a Half Mask Respirator      
 
 
Compulsory for all staff and students to complete if they are required to don a half mask respirator prior to working on their chemical / radiation projects / activities or activities requiring them to don a half mask respirator in their course of their work or activities.
 
 
This course covers on the aspects of donning a half mask respirator.

Fundamentals of Biosafety Recommended for staff and students to complete within one month if they are handling biohazards, life science research or experiments. This course is an introduction to safe practices for handling biological agents. The course is required prior to working with recombinant or synthetic DNA, infectious materials, infectious animals, human clinical samples and other research-related projects that require BSL-2 or an enhanced BSL-2 Containment.

Recommended for staff and students to complete within one month if they are handling biohazards, life science research or experiments.
 
 
This module covers the principles of biosafety and biosecurity, including the safe use and containment of biohazardous agents.
 
BSS courses cover a variety of biosafety and biosecurity topics that address multiple regulations, standards, and guidelines. They are intended to complement the hands-on training and experience for staff and students working in laboratories handling biohazards.

Dual Use Research of Concern (DURC)#
 
Recommended for staff and students to complete within one month if they are handling life science research or experiments.
 
 
This module provides detailed training on the United States Government Policy for Institutional Oversight of Life Sciences Dual Use Research of Concern issued in 2014. The 2014 policy complements the 2012 United States Government Policy for Oversight of Life Sciences Dual Use Research of Concern (referred to as “policy” throughout this module)
The topics covered in this module:
1.    Describe the agents and types of experiments that require oversight.
2.    Identify the responsibilities of principal investigators (PIs), U.S. funded organizations, and U.S. government (USG) funding agencies.
3.    Identify possible risk mitigation strategies for research that is DURC.
4.    Identify the responsibilities of the Institutional Review Entity (IRE), the Institutional Contact for Dual Use Research (ICDUR), and the organization.

Aerosol Transmissible Disease (ATD) Safety
 
 
Recommended for staff and students to complete within one month if they are handling aerosol transmissible disease research or experiments.
 
This course complies with Division of Occupational Safety and Health (DOSH), Cal/OSHA, Title 8, Section 5199 ATD training requirements and is for researchers using aerosolizing procedures in their work. Not Required
Waste Anesthetic Gas Safety
 
 
Recommended for staff and students to complete within one month if they are handling animal research or experiments. This course meets Occupational Safety and Health Administration’s (OSHA) requirement for hazard recognition, and California Department of Public Health, and California Department of Industrial Relations’ workplace hazard warning.
 
It is useful for researchers and veterinarians performing animal surgery.

Recommended for staff and students to complete within one month if they are handling formaldehyde in their research or experiments. This course complies with OSHA Standard Formaldehyde and with Cal/OSHA Title 8 5217-Formaldehyde.

Potential hazards of working in research animal facilities include animal bites, animal allergens, chemical sanitation agents, wet floors, cage washers/other equipment, lifting, ladder use, experimental hazards (biological agents, chemical agents, and radiation), and zoonotic pathogens.

Introduction to Wildlife Research Course
 
 
 
 
 
Recommended for staff and students to complete within one month if they are doing wildlife research.
 
This course collectively addresses a diverse group of animals termed “wildlife.” For the purpose of this course, wildlife means non-domesticated animals, whether studied in the field or the laboratory. Invertebrates are not covered in this course.
 
The course provides a brief summary of the regulatory requirements imposed by the Animal Welfare Regulations (AWR) and/or the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals and how those requirements may be applied in the context of wildlife research. However, to thoroughly understand the regulatory requirements, please complete the Working with the IACUC course.

This course provides learners with the tools to successfully complete an accident (incident) investigation and implement corrective actions. Investigating an accident provides staff the opportunity to identify hazards in their operations and shortcomings in their safety and health programs. Most importantly, it enables staff to identify and implement the corrective actions necessary to prevent future accidents. Re-training is required once every 3 years.

Students to enrol on the training module(s) via NTULearn.

A. College Dean, School Chair and Head of Department Department is to:

i. Ensure that faculty members receive appropriate safety and health trainings and support to effectively implement safety and health training requirements; 

ii. Allocate sufficient resources (i.e. time) for staff or student to attend safety and health trainings under the Training Framework; and
iii. Ensure accountability for staff or students to fulfil safety and health training requirements. 


B. The School, Centre or Department’s Safety Committee is to:

i. Establish, implement and maintain the NTU Safety and Health Training Framework; 
ii. Ensure staff or students complete the training requirements stated in NTU Safety and Health Training Framework; 
iii. Determine the compulsory and optional training needs for personnel (i.e. collaborators, visitors, contractors, interns, temporary, causal and contingent staff) working short term or temporary in their school, centre or department; 
iv. Appoint a programme administrator(s) to assist in the NTU Safety and Health Training program; and 
v. Cooperate with OHS to facilitate audit(s) for any training related information.  


C. Faculty Member / Principal Investigator (PI)/ Supervisor is to:

i. Undergo relevant onboarding, pre-work, appointment and refreshers training(s) as identified in SHTF; 
ii. Identify the safety & health training(s) required for personnel (i.e. staff, students, visitors, collaborators etc.) working in laboratories / workshops / facilities directly under their management;
iii. Identify the safety & health training requirements of the personnel based on their scope of work and the types of hazards they are exposed to; 
iv. Inform or notify the Programme Administrator(s) of the safety & health training(s) that their personnel are undergoing.
v. Establish and maintain a register for the safety & health training(s) that personnel are placed under SHTF; and
vi. Ensure personnel have attended and completed the necessary safety & health training(s) prior to start work or activity. 


D. Programme Administrator(s) is to:

i. Implement and maintain the NTU Safety and Health Training Framework in the school, centre or department; 
ii. Establish and maintain a register for the personnel under the training programme in the S/D/C;
iii. To assist in monitoring the training(s) required by the personnel in the S/D/C and track the training completion status of personnel; 
iv. To update and inform personnel’s faculty member / PI / Supervisor of training completion after onboarding/ enrolment and prior to start work/ activity or whenever necessary; and
v. Ensure personnel is informed of the training(s) and its requirements after enrolment / onboarding or prior to start work or activity and whenever necessary (i.e. change in role or refresher requirements) 


E. Office of Health and Safety (OHS) is to:

i. Establish, maintain and implement NTU Safety and Health training framework; 
ii. Identify institutional safety and health training requirements;
iii. Develop and provide either online or in-person safety and health training classes;
iv. Communicate to school, department or research entity of the requirements for the relevant or updates in the training requirements in safety and health training program; 
v. Assist and advise Programme Administrator, Faculty Member, PI and RO on identification of training requirements (i.e. specific work, activity or role etc.); 
vi. Monitor institutional compliance with the NTU Safety and Health Training Framework requirements; and 
vii. Work with relevant regulatory agencies to review this framework, provide guidance and conduct necessary audits to ensure compliance.


F. Personnel i.e. Staff, Students, Collaborators, Visitors are to: 

i. Be responsible to complete their required safety and health trainings and adhere to the training requirements stated in NTU Safety and Health Training Framework;
ii. Inform or notify their supervisor of the activities or changes in their role(s) that they are involved; 
iii. Inform or notify their supervisor if they completed the training(s) indicated in NTU Safety and Health Training Framework; 
iv. Ensure that they have completed all the required trainings upon enrolment or onboarding and / or prior to start work or activity;
v. Inform or notify Programme Administrator and their supervisor if they need to attend any new or additional training(s) due to their work / activities or updates in their assigned roles; 
vi. Update and complete their training(s) in accordance to the refresher requirements stated in the SHTF; and 
vii. Cooperate with the University with safety and health measures put in place for their safety and health including the NTU Safety and Health Training Framework
