Dr Ang Hak Seng

Prof Ang is the former Deputy Secretary of MCCY leading the Ministry’s efforts in Singapore Cares, the national movement to foster a more caring, compassionate, and inclusive society.

Prof Ang, who is currently serving as the Director for the Centre of Excellence for Social Good at the Singapore University of Social Sciences (SUSS). The Centre champions social entrepreneurship within Singapore’s people and non-profit sectors. Dr Ang is also an adjunct professor with NTU’s Nanyang Centre for Public Administration and a Fellow at the Civil Service College.

Having served in the Public Service for more than 25 years as the Chief Executive Director of the People’s Association (PA), he transformed PA into a resident-centric organisation, playing an invaluable role in strengthening Singapore’s social fabric.

He was previously appointed as the Deputy Secretary of the Ministry of Culture, Community and Youth (MCCY), Commissioner of Charities (COC) and Executive Director of the Registry of Co-operative Societies and Mutual Benefit Organisations (RCS).

Prior to these appointments, Prof Ang has served in the Public Service for more than 30 years. In addition to enhancing Singapore’s ability in curbing emerging threats, he forged strategic international partnerships for the Singapore Police Force. Prof Ang also led the Health Promotion Board in championing healthy living as a pervasive lifestyle and social movement during his time as the Chief Executive Officer.

Prof Ang obtained the degree of Doctor of Philosophy (PhD) from Nanyang Technological University in 2016. He has a Master of Business Studies (MBS, 1st Class Hons) from Massey University, and a Master of Science in Management of Technology (MOT) from the Massachusetts Institute of Technology. Prof Ang has also attended the Advanced Management Program at Harvard Business School.

He is a Fellow Chartered Accountant with the Institute of Singapore Chartered Accountants and a Fellow with the Chartered Secretaries Institute of Singapore.

洪合成教授曾担任文化、社区及青年部副常任秘书，领导该部门推展关爱新加坡行动，此项行动旨在建立一个更关怀，富有同情心和包容性的社会。

洪教授目前担任新加坡新跃大学社会公益卓越中心主任，这个中心设立的目标是与关爱新加坡行动联手，共同致力于慈善领域的发展。洪教授担任南洋公共管理研究生院的客座教授，也是新加坡公共服务学院的学者。

他曾出任慈善总监和合作社与互助部注册局执行司长。 在此之前，洪博士在公共服务部门任职30多年。他除了着力加强新加坡在遏制新威胁的应对能力之外，还为新加坡警察部队建立了一系列战略性国际伙伴关系。 洪博士在担任健康促进委员会首席执行官期间，积极倡导以健康生活为普遍的生活方式和社交活动。 作为人民协会（人协）的总执行理事长，他成功将人协转变为以居民为中心的组织，这在加强新加坡社会凝聚力方面发挥了不可估量的作用。

洪博士于2016年获得南洋理工大学哲学博士学位。他拥有梅西大学一等荣誉工商管理硕士学位以及麻省理工学院的科技管理硕士学位。他还曾经在哈佛商学院修读进阶高级管理课程。

洪博士是新加坡特许会计师协会和新加坡特许秘书行政管理人员协会的资深会员。
