Mr Raymond Lim Siang Keat

Mr Raymond Lim is Executive Chairman of APS Asset Management and Senior Advisor to the Swire Group. He serves on the board of several listed companies in Singapore and Hong Kong.

He is currently Adjunct Professor at the Lee Kuan Yew School of Public Policy, National University of Singapore and the Nanyang Centre for Public Administration, Nanyang Technological University, Singapore. Mr Lim is the author of “Straight Talk – Reflections on Singapore Politics, Society and Economy”, published by Straits Times Press, 2014.

A former Cabinet Minister in the Singapore Government, Mr Lim held various ministerial appointments including Foreign Affairs, Finance, Trade & Industry, and Transport from December 2001 to May 2011. Mr Lim also served as a member of the high-level national economic strategies committees (Economic Review Committee in 2002 and Economic Strategies Committee in 2009) appointed by the Prime Minister. He was a member of the Board of Governors of the International Monetary Fund and World Bank in 2005. From 2004 to 2009, he was the co-chairman of the Singapore-Zhejiang (China) Economic and Trade Council. Mr Lim was also co-chairman of the Malaysia-Singapore Joint Ministerial Committee on Iskandar Malaysia (2007-2011) and founding chairman of the Action Community for Entrepreneurship (ACE), a public-private partnership that helps local SMEs grow.

Prior to entering Parliament, Mr Lim held various senior positions in the financial industry including Chief Executive Officer of DBS Vickers Securities, Managing Director of Temasek Holdings, Research Director of Kim Eng Securities and Chief Economist of ABN AMRO Asia Securities where he was ranked as one of the best economists in the region by international fund managers. Before joining the financial industry, Mr Lim was a law lecturer at the National University of Singapore and a journalist with the Straits Times Political Desk. He was also a summer associate at law firm Paul, Weiss, Rifkind, Wharton & Garrison in New York.

Mr Lim was also actively involved in civic society. He was the Founding President of the political discussion group, The Roundtable, and served as a Board member of several public bodies including the Juvenile Court, Toa Payoh Girls’ Home, Economics Society of Singapore, Energy Market Authority, Public Utilities Board and Singapore Broadcasting Authority.

A Colombo Plan scholar, Mr Lim has a first-class honours degree in economics from The University of Adelaide, Australia. He was awarded the university’s John Lorenzo Young scholarship for outstanding undergraduate results and his honours thesis on John Maynard Keynes was published in the Manchester School of Economic and Social Studies. Subsequently awarded the Rhodes scholarship for Singapore, Mr Lim graduated with first-class honours in the Master of Law at King’s College, Cambridge and a Bachelor of Arts in Jurisprudence at Balliol College, Oxford where he won the Winter Williams Law Essay Prize. The essay – “Economic Loss: The New Conservatism Examined” was published in the Business Law Review (United Kingdom).
